COST 257
1. COST in general
COST (European Cooperation in the field of Scientific and Technical Research)
is a framework for scientific and technical research cooperation among
european countries. COST activities were started in the early 70's by 19
countries and includes currently 25 coutries with members also from the
eastern European countries. By nature, the research within COST is usually
basic or precompetetive research as well as public utility.
COST activities include research in many fields, e.g. telecommunications,
physics, informatics, meteorology. The four principles governing COST activities
within these fields are:

All COST member countries, as well as the European Commission, can propose
COST Actions.

Participation in these Actions is voluntary and associating only interested
countries.

The research to be coordinated is funded nationally. The coordination costs
are funded both by the participating countries and by the European Commission.

A COST Action aims to coordinate national research at a European level
(concerted action). The work undertaken by each Action is administered
by a Management Committee.

2. COST 257
COST 257 is the latest in a series of COST Actions on traffic theory for
broadband networks. It is a 4 year project and it started in Nov 1996.
The COST Actions on traffic theory began in the mid 80's with COST 214,
which was followed by COST 224 and COST 242. Currently COST 257 has participants
from most of Europe's leading universities and research institues.
The purpose of COST 257 Action is to improve the design of broadband
multiservice switching systems and network architecture. The aim is to
identify potential impacts of the new telecommunications services on network
architecture and performance. The title of the Action is "Impacts of
New Services on the Architecture and Performance of Broadband Networks".

3. COST 257 Research in Finland
VTT has taken part in COST research on traffic theory from 1986. In COST
257 VTT is the project coordinator for the research done in Finland. The
Laboratory of Telecommunications Technology at HUT joined the project in
the beginning of 1997.
The funding comes from the following institutes:
